If you think about it, Luffy's fruit is parallel to buggy. Luffy is immune to blunt attack and weak to slashes. Buggy is immune to slashes but weak to blunt attack. Luffy uses his fist and buggy uses swords.

Not true because blunt attacks imbued with haki can hurt Luffy, so the same logic applies to Buggy with slashing attacks imbued with haki. The specific example of the Birdcage is a situation where Buggy would escape because Doflamingo just doesn't have enough power to create a haki attack of that gigantic size, likewise his awakened DF attacks only used haki on the tip of the threads.

Yes they can, unless Doflamingo is also able to imbue the Birdcage with haki, but considering the size of that attack he could at most, I'm speculating here, imbue only small sections of it with haki. Otherwise it's just a regular attack from a Paramecia type which any Logia type can evade because of how their powers work.
